For City College High School (Baltimore, Md.) defensive end Charles Topper, a busy weekend was followed up by an offer from Rutgers on Monday. Topper participated in the Badger Sport 7-on-7 at Rutgers University and was able to catch a glimpse of the latest school to send him an offer.
